Hours per week: 35 hours per week (full time)

Salary: $50,000 to $60,000 FTE, per annum, depending upon qualifications

Position Available: Immediately

DESCRIPTION OF DUTIES: Under general supervision of CAL's President
and Treasurer, manage CAL's Contracts and Grants function

PRIMARY RESPONSIBILITIES:

Coordinate proposal submissions and acceptance/negotiation of
contracts and grants Prepare business proposals and assist with
development of budgets Develop and negotiate subagreements with
partners Manage contract and grant modifications, amendments, and
budget revisions Monitor contract administration, including budgets
and timely submission of scheduled deliverables Coordinate with
project managers to ensure contract requirements are fulfilled Provide
advice and interpretation of contract requirements Assist in the
preparation and updating of internal policies and procedures as
appropriate Other duties as assigned

QUALIFICATIONS:

Education: Bachelor's degree in Business, Finance or related field;
Master's degree preferred.

Experience: Four or more years of related experience in government
contracts administration and proposal preparation. Skills and
abilities to negotiate and monitor contracts with funders and
subcontractors. Knowledge of all aspects of procurement in a
government environment, including proposal evaluation, cost and price
analysis, budget monitoring, and developing subcontracts and
modifications. Knowledge of relevant laws, policies, regulations, and
FAR. Ability to work independently, and to handle multiple tasks and
prioritize effectively. Experience with all aspects of the Microsoft
Office package. Excellent verbal and written skills.
