DESCRIPTION OF DUTIES:

The person in this position will assume responsibilities for
coordinating the development activities of a major, nationally-based
test of English language proficiency for students in kindergarten
through grade 12. Duties will include overseeing and supervising test
item writing, preparing training programs for test administrators, and
coordinating the involvement of teachers and schools administrators in
the development process. The work will also require substantial
interaction with program managers and supervision of staff carrying
out development and research based tasks.

PRIMARY RESPONSIBILITIES:
-Directing the development, review, and revision of test specifications, items, and forms
-Applying qualitative research methods in conducting interviews, focus groups, and cognitive labs with teachers, students, and school administrators
-Coordinating the planning, development, and preparation of test administration training materials and classroom assessment methods and practices
-Implementing training programs in both face-to-face and on-line venues
-Representing the project at conferences and meetings
-Assisting in the preparation of grant and contract proposals
-Overseeing and coordinating communications between the Project Managers and Research Assistants and supervising the activities of Research Assistants

QUALIFICATIONS:
Education: M.A., Ph.D., or Ed.D. in Elementary or Secondary Education, English as a Second Language, Applied Linguistics or related field.

Experience: Five to seven years of K-12 classroom experience in the
United States and/or involvement in language test development,
preferably in situations dealing with ESL learners; excellent English
speaking and presentation skills, preferably for audiences of
professional educators, supported by a command of Microsoft
PowerPoint; at least basic familiarity with creating Web-based
learning environments; excellent word processing skills in Microsoft
Word; at least rudimentary skills in using Excel and Access; and
excellent writing skills in English. Must be flexible, organized,
attentive to detail, and have excellent interpersonal skills. Must be
able to negotiate tasks running simultaneously and be available for
moderate travel to meetings, conferences, and training sessions. Must
be willing to learn new software as required. Must have facility in
communicating in a language other than English.
