A stratified random sample of more than 5,000 public and private elementary and secondary schools across the country received the foreign language survey. Respondents have the option of completing the survey on a traditional paper and pencil questionnaire or on a Web version. Interns will be involved in the follow-up to non-respondents by collecting survey data by telephone, email, and fax. A response rate of 60% or higher is the goal.
